No Civil War In Iraq

Lieutenant Michael Maples, director of the Defense Intelligence Agency testified before the Senate Armed Services Committee on the subject of civil war in Iraq.
"I believe that the underlying conditions are present, but that we are not involved in a civil war at this time," Maples said.

Maples and John Negroponte, director of national intelligence, both emphasized in the senate testimony that political and religious leaders have sought to avert a full blown civil war

Well, 68 people were killed one day, 70 people the next. I need a number here. How many daily deaths (running average will do) are required before it is a full blown civil war?
