What is really being said here?

The Carpetbagger asks a good question:

We should be "proud" that the federal government didn't cancel our elections? That the Bush administration didn't use the war as an excuse to interrupt the democratic process?

But what was really being said? Is this the first hint that Bushco might cancel the next election? Just asking.
