Tribal Forces Advancing on Abu Ghraib

This story confuses me which isn't all that difficult.

"Advancing on Abu Ahraib?" Then the fucking story delves into gas and curfews? What the fuck?

US-backed tribal forces fighting Sunni militant groups around the Falluja area are advancing eastward towards the Abu Ghraib area, as a month-long curfew in the city and attacks on the communications infrastructure in the city have left most residents unable to operate their automobiles or telephones.

Being the lazy ass blogger I am, I leave it to you to sort out.

It just seems Abu Ghraib and tribal forces are the story here and not curfews. Either the story is one thing and the headline another or the other way around.
