Report says more secret British government files left on train

A couple questions here:

1. Why is someone carrying secret files in public on what I am assuming is a commuter train in the first place?

2. Why are any of these secret files allowed out of the building? If someone needs to work with them they can do it at their place of employment.

A second batch of secret British government files have been found on a train, just days after intelligence on Al-Qaeda and Iraq were misplaced, according to a newspaper report.

Good movie BTW and, like Airplane, even better on second viewing. You see all the visual jokes you missed the first time. IIRC I've seen it about four times.
