As elected leaders struggle to compromise, the radical cleric works the consensus on the streets.

With rewards or punishments, a leader can hold a position in politics, a corporation, a street gang or a religion. But the people know. They are drawn to and trust natural born leaders. These people have a charisma and gravitas that makes them magnetic to followers.

At this point it is likely the US would best be served by trying to work with al-Sadr because he will be a force to be reckoned with one way or another.
