Executive Order 12958
I'm open to expert opinion.
Rojak posts, mostly political.

If so, I must be a writer.

Spent many years programming, mostly mainframes. Been in business for myself, sky dived, scuba dived, practiced karate (until the broken ribs & finger), driven a sprint car (unreal). Want the US to be great again and worry it's impossible. I consider myself a moderate because I believe most Americans don't approve of torture, do want everyone to have health care, a pension and/or a job, privacy, freedom and NO WAR. Not too radical. I use profanity like a sailor so you should leave if you are sensitive.

Not an expert, sorry. But if you look back at Novak's original column outing Plame, you'll see he concludes it with this (bold emphasis added):
The story, actually, is whether the administration deliberately ignored Wilson's advice, and that requires scrutinizing the CIA summary of what their envoy reported. The Agency never before has declassified that kind of information, but the White House would like it to do just that now -- in its and in the public's interest.
If that executive order really gave Bush the power to declassify CIA documents, you'd think Bush would just have declassified the Wilson report unilaterally.
&y,
Good point.

I don't know about the expert part, but Gary Farber comes up with an interesting take on legality in Hilzoy's comment thread.
