Faced with new data this year showing a stunning number of suicide attempts by U.S. war veterans, senior Veterans Administration officials exchanged e-mails on how to craft a possible P.R. strategy to minimize the negative impact of the news.

Never mind trying to actually do something about the problem. Just work out a plan to refute there is one or deny the VA is in any way at fault. Or whatever...
